Jurisdiction is not determined by the state in which the accident occurred. Truck drivers, salesmen, and many specialty trades travel extensively, so an accident could happen anywhere.   If the injured worker was hired in Utah, then Utah law will govern the claim. 

It should be noted that people who live outside of Utah can be pulled into Utah's jurisdiction.  Some companies bring their workers to Utah to sign employment agreements, thereby "hiring" them in Utah, even though they live in another state.  We regularly see people try to fight Utah's jurisdiction, and file a claim in the state where they live.  This usually fails resulting in long delays in the case.  Although there are states that have jurisdiction laws that permit filing where the accident occurred or where the injured worker lives, carefully discuss jurisdiction with an attorney before fighting the jurisdiction claimed by the employer.
